T-Mobile plans to offer HSPA + in city centers by the end of the year. Before that, T-Mobile will offer a UMTS USB stick in April. From this point in time HSPA + is available with 21 Mbit's.

Vodafone and O2 understandably also rely on the horse HSPA +. O2 has been offering HSPA + with up to 2009 Mbit's in some areas of Munich since 28.

In the case of HSPA + with 28 Mbit's, MIMO technology (Multiple Input Multiple Output) is used on the hardware side. 3GPP Long Term Evolution (LTE) presented as the successor to UMTS requires completely new hardware.
