In my example, I just selected the Skype tile, hold this tile down with the left mouse button and, as shown in the screenshot, simply slide it all the way up from the start menu until a blue rectangle appears. If you release the mouse button, the tile is positioned there.
You can also assign a name to the group. To do this, you simply have to move the cursor over the tile, then the text "Name group" appears and the field can then be edited by clicking on it.
