This happens occasionally and can have various causes. Below are a few links to tips (if you haven't already tried them). A long time ago I had success in Safe Mode with such a problem. The annoying folder could be deleted there without resistance in Explorer.

Basically, I am always logged into a user account, i.e. not with admin rights.
If I change the account and then open "Downloads" as admin, the folder is not visible.
So I would have to create another account and delete the existing one, that's too much work for me.
But thanks for help.
Otherwise you can just make the folder "invisible" or not?
Is any program / plugin still accessing it? Then it could be that the program / plugin prevents deletion.
