Does it just seem like that to me or has been the movie maker for many years
not subjected to a new update?

The last version of the popular Movie Maker (Movie Maker 12) appeared in 2013 as part of Windows Essentials. The current Windows 10 has a simple successor, the video editor. For my simply knitted films, the Movie Maker has always been enough for me. Without much effort, film snippets could be arranged and provided with cross-fades, opening and closing credits, as well as music or comments. I was not satisfied with the video editor under Win 10 and therefore installed version 10 of Movie Maker, which also runs under Windows 12. And I am still satisfied with the results.
You can find more information in the following article as well as a download link for Movie Maker 12.
The latest version of Movie Maker is 15.4. 3508.1109, but development stopped in January 2017. If you have any version of Movie Maker installed, you can verify it by opening the program and clicking File> About Movie Maker> General.
The version of the Movie Maker installed with me (part of Windows Essentials) is build 16.4.3528.0331. As far as I know, this is the last version. It's a shame actually.

If you just want to cut a few videos, that's fine.
Is there an online update
Do you enjoy working with Movie Maker? I'm trying to figure out which program is better because a friend of mine who works in video editing and animation advises me to use Adobe After Effect and to be honest I'm at a loss, he praises it very much, it hangs probably depends on what I want to do?
I haven't worked with Adobe After Effect yet. According to the information available on the net about this program, it seems to be a fairly professional software that is also chargeable. The reviews in the network are great. However, you can try a 30-day trial version. In contrast, Movie Maker 12 is a fairly easy-to-use software that can be used to produce simple films for home use. The Movie Maker is free for this. I would try both of them. For more information, a few links below:
