Defragmenting means disk stress!
When the disk is almost full and the data is dear and expensive, a full backup should be made first.
defrag.exe offers options to check whether it is necessary at all and a defragmentation can be forced even if the memory is low.

First delete the hard drive including the recycle bin via Explorer (with the shift key), because Cipher.exe only overwrites free memory.
Then release Cipher.exe on the disk via the command line.

The empty memory space is then overwritten 1x with zeros, 1x with 1s and 1x with random numbers. That should be enough.
With large records, however, it takes a while.
I hope you just changed the value (s) in CurrentVersion. Otherwise it would be a bit of a mess.
Please note ... any change in Regedit should be preceded by a backup of the relevant keys or their sections.
Attached is a currentversion-sm.reg.txt text file with only the content of the values in the 1st key "CurrentVersion", since the key has a total of 81MB. Remove the ending .txt and read in. Back up the "old" key beforehand. Can't be said often enough.

"Background Intelligent Transfer Service" too

There is really no additional program to install for this, I guess.
