I've had the problem a few times, especially after new updates. The only thing that helped me was to switch the laptop off and on again a few times, at some point it worked again, who knows why.
I've also read that it helps to completely disconnect the laptop from the power supply, remove the battery (if possible) and then restart everything. For me, however, it didn't help. Maybe with you.
