Hi,
Unfortunately, I was there already, only windows doesn't care about my rules at all. For test purposes I tried to block the browser. Without success.
The possibility to configure it the other way around, i.e. to block all outgoing connections and only allow services and programs through, failed.
Either everything works or nothing.
I'm done...The background is that I do not want to pay roming fees abroad just because all my beautiful software is wildly looking for updates.
Does anyone else have an idea?

Most of the instructions on the net are wrong, that's because the instructions are always copied from one tip to the other without even thinking about it.
The Windows 7 firewall only works as a whitelist, which means that you have to completely block the outgoing connections and only enable individual programs that are allowed to access the Internet.
I am also very sensitive to the "Windows Firewall Control" program. The Windows 7 Firewall does exactly what it should do. I was skeptical at first. But after a few days I was convinced of the firewall. The only drawback that it has in my opinion is that the firewall does not report that program A is trying to access the network. This is done for me by Sysinten as "Process Monitor"

There are numerous programs, including Steam, where you cannot block access with the firewall, provided you are connected, simply because the program writes a new release entry in the firewall each time it is called.
I don't know of any AV programs or anything else that can be used, for example, to prevent an advertisement update on Steam, even if you are in offline mode. When the computer is connected to the Internet, Steam ALWAYS has access.
