The reason seems to be that the billing system was not yet available at the start of the Marketplace.

From now on, further payments are to be made to the developers every month.

However, according to the developers, sales of Windows Phone 7 devices could be higher.

Seems like these devices aren't really gaining acceptance by consumers yet.

Microsoft reports 2 million devices sold, but there is no information on how many of them were activated.
